The Downtown Area Redevelopment Plan (DARP) will catalyze the redevelopment of downtown Lloydminster into a vibrant community and the social and economic heart of the city where businesses thrive and people want to live, play and visit.
Why is this plan important?
The City of Lloydminster is in the midst of a multi-year downtown rejuvenation effort with the aim of drawing more people and businesses into the area and creating a community destination for retail, dining, entertainment, culture and events. The last Downtown Area Redevelopment Plan was adopted in 1988. As growth patterns and demographics have changed significantly since then, the new DARP will address the current needs while understanding the economic situation and preparing for a stronger tomorrow.
What will this plan do?
Provide a clear 15-year vision and actions for the rejuvenation of Downtown Lloydminster
Provide a framework for future public and private investment and for land-use planning decision-making in the downtown
Engagement
After the Visioning, Development and Refinement engagement phases (detailed in the What We Heard Reports in the Document Library on this page) City Council approved the Downtown Area Redevelopment Plan on August 17, 2020. DARC (Downtown Area Redevelopment Committee)
This committee has been established to bring together a cross-section of community members with interests to work together and with the City of Lloydminster to coordinate the implementation of the Downtown Area Redevelopment Plan (DARP). Please see the terms of reference for details about the DARC.
The objectives of the committee are as follows:
Review and recommend the course to complete the DARP Implementation Plan.
Work as a community to improve downtown experiences in the City of Lloydminster.
Reassess progress in three years as a committee, as outlined in the DARP, and report progress to Council to determine the need for continuation.
Report to City of Lloydminster Executive Leadership Team and subsequently Council semi-annually about the progress and support requirements for completing the implementation plan.
The members of this committee meet once a month, you can view the meeting minutes in the Document Library on this page. The committee has appointed member roles and sub-committees. View the members and their roles on the Committee Members document.
Short term goals
The immediate goals for this committee have been prioritized and will include event grants, marketing strategy, building improvement grants and residential development incentives. The next goals include winter events, mural programs, and building pocket parks which will take place in the next two to three years.

Phase 1: Visioning

Conduct community visioning activities (survey, lobby displays, open house, pop-up booths, walking tours)
Establish Advisory Commitee
Phase 2: Development
Downtown Area Redevelopment Plan (DARP) has finished this stage
October to January
Develop goals, vision and guiding principles from the Phase 1 public engagement findings.
Develop criteria and second public engagement topics.
Consult local residents and stakeholders.
Phase 3: Refinement
Downtown Area Redevelopment Plan (DARP) has finished this stage
March to May
O2 Planning and Design will provide recommendations on Public Realm Concepts, Land Use Concepts, Interface Design Guidelines and Stimulate, Build and Activate Action items that reflect public engagement findings.
Phase 4: Delivery
Downtown Area Redevelopment Plan (DARP) has finished this stage
May 2019 to 2020
Public engagement findings will be presented during the Governance and Priorities Committee meeting on February 18, 2020 and if no further revisions are needed, will be accepted as information and taken to the Regular City Council Meeting on February 24, 2020.
Residents are welcome to join the Governance and Priorities Committee and/or Regular City Council Meeting in-person at City Hall: Council Chambers beginning at 1:30 pm, or view it online at lloydminster.ca/livestream.
Council approved, the City assessed the Plan and will continue to educate the residents on project status and implementation plans.
Phase 5: Implementation

A committee has been formed in order to coordinate the implementation and execution of the Downtown Area Redevelopment Plan (DARP).
A strong plan is just the start. Achieving the greatest aspirations for Lloydminster’s downtown will require strong leadership and a consistent program of public investment.
