Downtown Area Redevelopment Plan (DARP)

DARP (Downtown Area Redevelopment Plan) will catalyze the redevelopment of downtown Lloydminster into a vibrant community and the social an economic heart of the city where businesses thrive and people want to live, play and visit.

Why is this plan important?

The City of Lloydminster is in the midst of a multi-year downtown rejuvenation effort with the aim of drawing more people and businesses into the area and creating a community destination for retail, dining, entertainment, culture and events.

The last Downtown Area Redevelopment Plan was adopted in 1988. As growth patterns and demographics have changed significantly since then, a new DARP will address downtown's current needs.

What will this plan do?

  • Provide a clear 15-year vision and actions for the rejuvenation of Downtown Lloydminster
  • Provide a framework for future public and private investment and for land-use planning decision-making in the downtown


What's Next?

During the Visioning phase, stakeholders were asked what their ideal Downtown Area looked like. This consultation helped develop the vision, guiding principles and goals for the DARP and created structure for Phase 2: Development.

During the Development phase, the public was consulted about topics such as:

  • Vision, Guiding Principles and Goal confirmation
  • Public Realm Concept
  • Land Use Concept
  • Interface Design Guidelines
  • Actions (programs and events)

Now, in the Refinement phase, public engagement findings will be analyzed and worked into the final DARP.
