The municipal budget is more than numbers on a page, it is a reflection of community priorities, service expectations and long-term planning. Budget planning is one of the most important ways a municipality prepares for the future while continuing to provide reliable services today. Through the 2027 Municipal Budget consultation, residents have an opportunity to learn how municipal funding works, understand the challenges and opportunities facing the community and help shape future services and priorities.


Understanding the Different Levels of Government

In Canada, there are three levels of government, each responsible for different services that support daily life.

  • Federal services such as airports, employment insurance, military services, telecommunications and national infrastructure programs.
  • Provincial services such as healthcare, education, highways, social services and policing support.
  • Municipal services such as roads, water and wastewater systems, landfill and recycling programs, parks, recreation facilities, emergency services, snow removal and community planning and development.

Funding Municipal Services

Municipal budgets are supported through a variety of revenue sources that work together to fund capital and operational budgets. These revenue streams include grants, utility fees, user fees, provincial support and property taxes.

For every dollar collected through municipal taxes, 24% (24¢) is allocated towards educational taxes for the public and catholic school divisions, while 76% (76¢) isallocated towards funding municipal services that impact your daily life.   • Replacing aging infrastructure
  • Maintaining roads and utility systems
  • Upgrading community facilities
  • Investing in growth and development opportunities
  • Planning for future service demands

Preventative maintenance is a critical component of responsible financial planning. Maintaining fleet vehicles, heavy equipment, machinery and operational assets before major breakdowns occur helps reduce emergency repair costs, extend equipment life and improve service reliability.
