Project Background
In 2024, the City of Lloydminster completed a comprehensive Housing Needs Assessment and Strategy to better understand housing issues and needs across the community. The study identified the need for coordinated action across the full housing continuum, including family shelter, transitional housing, permanent supportive housing and affordable housing.
Following the completion of the study, the City established the Housing Working Group under the Social Policy Framework guidelines. This group brings together local service providers, non-profits and community partners to advance recommendations and strengthen collaboration across the housing system
What is the HAPPY Plan?

The HAPPY Plan is the City of Lloydminster’s community-focused approach to guiding where new homes should go, what types of housing are needed and how partners can work together to turn ideas into real projects.
Building on recent housing studies, the plan will support the full range of housing needs, from family and affordable housing to supportive and transitional options, ensuring Lloydminster continues to be a place where everyone can feel at home.
At its core, the HAPPY Plan is about collaboration, practicality and community input. It will help translate high-level recommendations into clearly defined, achievable opportunities as capacity, partnerships and funding become available.
In partnership with V3 Companies of Canada, the City will:
- identify partnership and funding opportunities,
- explore potential building sites,
- engage neighbouring First Nations communities and community stakeholders, and
- develop a coordinated plan for new housing builds.
The HAPPY Plan will serve as a practical roadmap to mobilize projects, align partners and support investment, helping Lloydminster’s housing system grow in a coordinated and sustainable way.
