The City of Lloydminster is currently preparing the future development plan for the northeast portion of Lloydminster. The Northeast Area Structure Plan will provide guidance for long-term land use and infrastructure planning of the defined area, which includes sequences of development, zoning and land uses, density population and potential transportation routes.

Bounded on the east by the Rural Municipality of Britannia, No. 502 (“RM of Britannia”) and bisected by 40th Avenue, this greenfield site is located to the west of Neale Lake, south of the Landfill and north of the Lloydminster Exhibition Association. The plan’s site contains approximately seven quarter sections of undeveloped land surrounded by industrial, commercial, recreational and institutional uses.

Past Engagement

In late March 2019, the City invited targeted landowners, businesses and stakeholders to join the discussion, through stakeholder meetings and online surveys, on the future development regarding their vision, opportunities and constraints of the area. From June 17 to July 2, 2019, the City of Lloydminster sought feedback on the draft Plan. This included feedback on the transportation routes, land use concepts and much more. Thank you to everyone who participated. To learn more about the public engagement findings, view the What We Heard Report.

Draft Plan Concept

The City of Lloydminster and the project consultants reviewed the public engagement findings and restructured the draft land use concept to further align with stakeholder feedback and the City's land use structure. On October 5, 2020, City Council approved the Northeast Area Structure Plan.

In 2022, the plan was reviewed and it was decided that to improve land use compatibility in the area, the City is proposing to remove the residential land use designation.
