What is an Area Structure Plan?
An Area Structure Plan (ASP) is a long-term plan that guides the development of undeveloped lands within a municipality. It helps ensure that neighbourhoods are developed with adequate housing, roads, parks, services and amenities to support the community.
ASPs are created in accordance with the Municipal Government Act (MGA). The regulations and standards in an ASP support:
- autonomous growth and community development,
- alignment of vision, goals and characteristics of the Municipal Development Plan (MDP) and additional legislation, and
- clarification and certainty for residents, landowners and developers by identifying proposed development sequences.
What lands are included in the Southwest Area Structure Plan (SWASP)?

The project area is comprised of the undeveloped portions of the Willows, Wallacefield and Aurora neighbourhoods in the Saskatchewan portion of the city. The area is roughly bound by 31 Street to the north, the Rural Municipality of Wilton to the south, 40 Avenue to the east and Highway 17 and existing development to the west.
Get Involved
The City of Lloydminster is preparing for Phase 3 of the Southeast Area Structure Plan (SEASP). During this phase, a public survey, along with in-person consultation opportunities will be hosted.
