Bud Miller All Seasons Park is located in southwest Lloydminster and is frequently accessed by local residents, visitors and tourists each year. Since being established in 1986, this 200-acre greenspace has become home to recreational and leisure activities, community events, and private events. Bud Miller All Seasons Park (BMASP) is the perfect destination for any occasion with the following park amenities.

  • 87 community garden plots
  • 2 ball diamonds

Master plans help set direction and guidance for long and short-term growth, adjustments and rehabilitation. The Bud Miller All Seasons Park Master Plan will help support park upgrades such as PSM Parks Centre enhancements, numerous trail enhancements including additions and rehabilitation, reconfiguration of lawn bowling greens to pickle and basketball courts, amphitheater upgrades and much more.

The Bud Miller All Seasons Park Master Plan will provide direction for future park rehabilitation and improvements over the next 10 years. Throughout the development of this enhanced plan, the project team will engage with residents and stakeholders to better understand the opportunities and challenges presented by Bud Miller All Seasons Park.


Public Engagement

Throughout the development of the Bud Miller All Seasons Park Master Plan, the City of Lloydminster aims to engage with residents and stakeholders. The first phase of public engagement included a public survey and multiple stakeholder workshops. This phase concluded on February 22, 2023.     Thank you for your comments.

    Although the master plan currently does not include the expansion of a disc golf course, nor does include the removal of the current activity. The existing course experiences congestion around other park amenities, which in turn, makes it challenging to plan for future enhancements for all skill levels. 

    If appropriate space for future growth is not obtainable within the Bud Miller All Seasons Park, the City will review the potential to moving the activity to another greenspace within City limits. Feedback regarding this potential relocation was included in the phase two survey and will be summarized within the What We Heard Report once compiled.

    Thank you for your message. 

    The City of Lloydminster understands the dedication and passion behind the disc golf sport and aims to create a well-rounded course for the community to utilize. Within the current Bud Miller All Seasons Park, there is some congestion within the course and other park amenities, this can make it challenging to host a course for all skill levels.

    The project is contemplating the ability to host a revitalized disc golf course within the future vision of the park. If space is not accessible for the course, the City will review the potential to moving the activity to another greenspace within City limits.

These trails are some of the major Cross Country and Kicksled trails I currently use. This paving will cut down the 8 kms of Cross Country trails you currently have in the Park. It will be harder to travel a big loop through the Park as the new paved paths cut up the most used Trails through the treed areas. I have a gpx file of the current trails that I and Skiers seam to use the most. Being able to ski in the trees on windy days lets us get out more often. I am out every second day in the winter. I love what the Park has for Trails in the Winter. Some of the Ski Trails are not used as much as they are in the open and get a lot of snow drifting on them.     Thank you for your question and comments. 

    The draft plan is still in the conceptual phase and will take into consideration the wants and needs for the community.. The current proposition to pave trails is to promote accessibility during the summer months. There has been no decision at this point to shift or re-route any of the winter trail grooming. One of the major priorities of this study is to focus on the All Season aspect of the park and the need to promote opportunities during all seasons. Regardless of how the green space improves and changes over the next 10+ years, the city understands the need to protect current winter uses.

    Thank you for your question. 

    Currently, the amphitheater is available for organizations and individuals to book. We understand that this amenity is, at times, underutilized and this has been identified within the Master Planning process. Within the plan, will be recommendations on how we can better communicate, promote and educate residents on open times for musicians and performers.

    In 2019, the City of Lloydminster, with support from contracted organizations, completed a high-level analysis of city-owned facilities. This study analyzed factors such as age, condition and capital cost for rehabilitation/renovation and much more. The study determined that the Bioclean Aquatic Centre has 20-plus years of life remaining, with regular maintenance.

    Our community is one of diverse needs, passions, and interests, and as such, there will always be differing opinions on what the next big infrastructure investment should be. While the City is currently focused on the urgent replacement of the Centennial Civic Centre, a new indoor aquatic facility remains part of the City’s long-term capital considerations.

This in comparrison to tennis courts that cost millions of dollars and get used by 2-4 people in that same two hour time slot that the football field would be used.     The City understands your concerns regarding the current amenities to support competitive football. While not necessarily a part of this project, we are looking at the feasibility and placement of new outdoor field surfaces, including football in additional greenspaces throughout the community. Our goal is to create inclusive spaces which allow everyone to enjoy their leisure activities.

    The City of Lloydminster assessed the need for enhanced aquatic amenities within the Community Facilities Assessment Report in 2020/2021. Additional information is available online at yourvoicelloyd.ca/CRFP. As a community priority, City aims to continue assessing the need for enhanced aquatic services. 

    The scope of this project covers the green space and park amenities such as the amphitheatre, PSM Park Centre, picnic shelters, spray park and more. If you haven’t done so, we encourage you to complete the Phase 1 survey before February 22 to include your voice in the draft master plan.

    Thank you for your message. The PSM Parks Centre is the building located north of the Bioclean Aquatic Centre within the park. 

    Throughout this process we will engage with stakeholder who largely consist of park user groups, tenants, event organizers and more.
