In 2018, the City of Lloydminster completed a Housing Needs Assessment. This report included some recommendations but no cohesive strategy or direction for City implementation. In recent years, housing and homelessness have been identified as community priorities. The City wishes to gain a better understanding of its current needs, potential solutions, and the role and responsibilities that it has.
The City of Lloydminster’s 2022-2025 Strategic Plan has identified the need for the completion of a Housing Needs Assessment and Strategic Plan:
3.4.3 Use of Space Strategy: Determine the City’s responsibility in providing access to housing choices.
Desired Result(s) or Achievement(s) All orders of government understand and accept their responsibility in providing for those in housing need.

City of Lloydminster will engage a Consultant to conduct a Regional Housing Needs Assessment and to Develop the City of Lloydminster's Housing Strategy.
Develop a Housing Strategy that clarifies the roles and recommendations for the City of Lloydminster, service providers, surrounding municipalities, Provincial, and Federal government to be met for the project to be considered successful.
The Housing Needs Assessment and Strategy will serve as a guiding document for the City providing direction and consideration through any future planning. The document is expected to complement the Municipal Development Plan and Social Policy Framework by enabling the City to adapt to future growth with all considerations of the housing continuum in mind.
Project Goals
In creating a clear implementation plan for the next 5 to 10 years, the assessment will create an understanding of affordability, inventory gaps, current and projected need/growth and zoning definition gaps within the community. It will gain an understanding of the budget, infrastructure, service delivery, personnel and additional measures needed to implement a locally appropriate housing strategy.
Throughout this project, the City will analyze:
emergency shelters
supportive living
subsidized or social housing
care facilities
hotel capacity
rental housing
starter homes
luxury single family homes

This project will occur throughout 2023 in a series of phases. With each phase, the City aims to understand the voices and concerns of stakeholders and community members.
