The City of Lloydminster is currently in the process of updating the Land Use Bylaw (Bylaw 05-2016). Mandated by the Municipal Government Act (MGA), a land use bylaw (LUB) establishes the set of regulations that guide the look, feel and shape of the city while supporting growth, economic development and land use for the community as a whole. The LUB carefully considers all elements of the municipality from each neighbourhood, block, and individual home and business in the city.
Over the last decade, Lloydminster has experienced periods of rapid growth and must continually evolve and set standards for future development. With the current LUB being established in 2016, the City has identified the need to create an updated bylaw with clear, consistent regulations which are aligned with the Municipal Development Plan, reduces red tape and considers new land development needs.

Share We have a neighbour that has built an in ground pool right next to the property line. Which they drain into the street each year.
The pool is much closer then 1.2 meters to the property line.
They are very disruptive during the summer months. Throwing large day parties each week causing much noise. Screaming and yelling children and loud music.
They also have built multiple sheds within inches to the fenced property line.

Thank you for your concerns.
Land Use Bylaw 5-2016 regulates Swimming Pools under Section 4.23 and Accessory Buildings under Section 4.1.
We would encourage any resident with items of concern to reach out via email to planning@lloydminster.ca or to the Report a Concern on the City website at Report a Concern - City of Lloydminster. Please include with your submission the address in question, the item(s) of concern, and photos if you have them. This will help the Development Officer in the research while completing our review.
The Land Use Bylaw does not regulate items such as noise on a property. Concerns pertaining to noise and parking are made to the Public Safety Team who enforce the Community Standards Bylaw, which can also be reached by utilizing the Report a Concern function for Bylaw Enforcement concerns.

What is a Land Use Bylaw?
If you look around your neighbourhood, you may notice that homes in Lloydminster tend to be built near a school, a park, or even a small convenience store, and not next to something like an oil refinery or a roller coaster?
Public Engagement, Data Gathering and Bylaw Review October to November, 2023
The project team is reviewing the current bylaw (Bylaw 05-2016 and approved amendments), gaining a deeper understanding of the issues and challenges and developing feedback areas for engagement.
Phase 1 public engagement will begin with the following tactics.
Community Survey (October 18-November 8)
Engagement Workshops
Community Workshop/Open House (October 25)
Servus Sports Centre: OTS Room (Second Floor) from 5-8 pm
Following engagement, the project team will review and consider the feedback received.
Phase 2
Land Use Bylaw is currently at this stage
Bylaw Drafting February to April, 2024
The project team will review the feedback from phase one engagement and will consider the feedback, voices and suggestions in drafting the initial bylaw for community review.
Phase two public engagement is scheduled for February, March and April, 2024 through the following tactics.
Refining and Adopting the Land Use Bylaw June to August, 2024
The project team will review the feedback from phase two engagement and will consider the feedback, voices and suggestions in adjusting the proposed bylaw. Following an internal review, community engagement sessions will be hosted to ensure the community's voices are understood prior to Council's approval.
