Project History

The City of Lloydminster is currently in the final stages of updating the Land Use Bylaw (LUB 05-2016). Mandated by the Municipal Government Act (MGA), a LUB establishes the set of regulations that guide the look, feel, and shape of the city while supporting growth, economic development, and land use for the community as a whole.

With the current LUB being established in 2016 (LUB 05-2016), the City has identified the need to create an updated bylaw with clear, consistent regulations which are aligned with the Municipal Development Plan, reduce red tape, and consider new land development needs.

Planning Services has been reviewing LUB 2016 since 2018 and formally began updating the LUB in September 2023 after a comprehensive review and update of the LUB was directed by City Council at the August 21, 2023 Regular Session of City Council (Motion No. 305-2023).

In the summer of 2024 Planning Services bought forward a draft version of the LUB for approval. This proposed LUB was presented at the August 12, 2024 GPC Meeting, underwent First Reading at the September 9, 2024 Regular Session of City Council and was the subject of a Public Hearing on October 7, 2024. Following the public hearing, a variety of changes were made to the draft bylaw, view these adjustments.

At the Public Hearing the proposed LUB was not approved by Council and Planning Services was directed to make additional changes.

Current Updates

Planning Services has presented a completed Draft Land Use Bylaw (LUB) at the February 10, 2025 Governance and Priorities Committee (GPC) Meeting. To view the Draft LUB use the link on the right hand side of the page for desktop users or below for mobile users.

The proposed LUB 07-2024 underwent a Public Referral process held from August 15 to September 5, 2024. The Public Referral was advertised on the City website, in the local newspaper, and on City social media channels.

Get Involved

The project team is committed to engaging with residents throughout the entirety of the process to ensure that community suggestions are heard and concerns are understood.

Planning Services is available to discuss the Draft LUB and will be holding one-on-one interviews with interested members of the public beginning on February 18, 2025 and continuing until March 21, 2025. These interviews will be held by appointment only during regular business hours (Monday to Friday, 8:00 am to 5:00 pm), and can be scheduled by contacting Planning Services via email at planning@lloydminster.ca

The proposed LUB 07-2024 will be taken for first reading on April 7, 2025. At that time, a new Public Hearing date will be scheduled.

    Thank you for your concerns.

    Land Use Bylaw 5-2016 regulates Swimming Pools under Section 4.23 and Accessory Buildings under Section 4.1.

    We would encourage any resident with items of concern to reach out via email to planning@lloydminster.ca or to the Report a Concern on the City website at Report a Concern - City of Lloydminster. Please include with your submission the address in question, the item(s) of concern, and photos if you have them. This will help the Development Officer in the research while completing our review. 

    The Land Use Bylaw does not regulate items such as noise on a property. Concerns pertaining to noise and parking are made to the Public Safety Team who enforce the Community Standards Bylaw, which can also be reached by utilizing the Report a Concern function for Bylaw Enforcement concerns.

    Hi Cam,

    The Draft Land Use Bylaw can be found on the documents tab right-hand side of the project page on desktop or below on mobile. A summary can also be found under the documents tab.
