The City of Lloydminster, in conjunction with the contracted organization, is preparing an Area Redevelopment Plan (ARP) to guide the future redevelopment of the former Martin Browne School site including the area surrounding the Outdoor Pool and Archie Miller Arena. The site is located in the West Lloydminster neighbourhood between 50th Street and 47th Street to the north and south and 57th Ave and 56th Ave to the east and west.

What is an ARP?

Area Redevelopment Plans are a common tool used to provide a policy framework which guide the future redevelopment of specific area of the community. When preparing an ARP a number of factors are considered including existing municipal policy, economic conditions, adjacent land uses, physical site conditions and public feedback. The purpose of the ARP is to create a plan that allows the land to be developed to it’s highest and best use making efficient use of existing infrastructure in the community while complimenting existing development in the immediate vicinity.

What did/does the area contain?

The Martin Browne School opened in 1958 and following its closure in 2014 the land was subsequently transferred from the Lloydminster Public School Division to the City of Lloydminster. The acquisition of the school site and demolition of the facility has allowed the City to consider the potential redevelopment of the site.

As a former school yard, the area contained a number of recreational opportunities such as a baseball diamond, outdoor basketball court, playgrounds, indoor and outdoor arenas, outdoor pool and plenty of green space adjacent to numerous residential establishments.


Public Engagement

In September, 2019 a series of stakeholder workshops for area residents and a general survey for all individuals interested in the project. View the What We Heard Report to learn more about the engagement events and their key findings.

In efforts to understand the current and future needs of the community and surrounding residents, the City of Lloydminster drafted three feasible concepts of the ARP. On December 3, 2019 residents were able to view these concepts and provide feedback. View the draft concepts, or the Phase 2 What We Heard Report.

City Council and Administration have heard your feedback, and adjusted the draft ARP to align with the feedback from residents. View the draft plan highlights and share your feedback on the implementation actions prior to City Council's decision via the survey! Survey will be available between September 2 and 9.

After thorough review and consideration of the public feedback, the draft Martin Browne Area Redevelopment Plan has been approved by City Council. View this plan to learn more about the concepts and implementation phases.

    Hi Lynn, 

    Thank you for your question. 

    In respects to the Martin Browne Area Redevelopment Plan we have implemented residential in the long-term concept due to serval factors.  First and foremost, the area intended for future residential use does not exceed the previously developed area occupied by the former Martin Browne School itself . This area will not minimize the amount of active and passive greenspace for use by the public that existed prior to the school’s demolition a year ago. Our intent is to one day use the proceeds from the sale of these lands to fund improvements to the Kin-Kinette Park and remaining school lands and additional amenities . Lastly, the ARP clearly identifies  that any additional residential development must be compatible with the exiting residential form and uses within West Lloydminster. Therefore, a low or medium density residential infill has the potential to add to the livability and character of the neighbourhood and may allow opportunities for aging-in-place to existing residents or accommodate a more diverse demographic.

    Hi Brenda, 

    Thank you for your question. 

    Currently we are in the initial phase of public engagement for the project and are asking residents and stakeholders to voice their potential vision and thoughts on the area redevelopment. During the next phase we will use the public feedback to draft the land use concept which will be brought back to the public in phase three for review and consultation prior to a decision at City Council level.

    Hi Ami,

    Thank you for your message.

    Currently we are in the first phase of public engagement for the project where we are asking for feedback on the future redevelopment of the area and the current personal uses of the land. This phase closes on September 27, 2019.

    Please share your thoughts with us regarding an the addition of a playground in the survey!
