Project Overview

The City of Lloydminster is undertaking a comprehensive public transportation needs assessment and feasibility study to better understand how transit could most effectively serve local travel needs. The study will identify the type of service that could be offered including its frequency, operating model and economic impact.

Currently, Lloydminster does not have a public transportation system but does have some foundational transportation services that support seniors and differently abled populations: the Seniors Taxi Program and the Border City Connects. These programs provide the initial building blocks for community transportation.

Supported by transportation specialists Watt Consulting Group, the Lloydminster Public Transportation Master Plan will involve outreach to residents, businesses, stakeholders and existing transportation service providers to determine how transit services could be delivered in a cost-effective and sustainable way.

The project team has collected information on transportation needs and opportunities through interviews with key community stakeholders, existing transportation providers, health, social service, employment and education groups within the City of Lloydminster. The data collected thus far has been used to assess the potential feasibility of introducing a service and assess travel patterns with Lloydminster as well as inform potential transportation service options for the residents of Lloydminster.

A second round of engagement launched mid-October which consisted of a three-week survey period which was available on online and paper formats. Accompanying the online and paper surveys, the project team hosted open house sessions along with targeted stakeholder meetings.

Ideas and outcomes from this outreach, including the online and paper surveys as well as the open houses and targeted stakeholder engagement sessions will be summarized and used to determine the feasibility of introducing public transportation in Lloydminster and, if feasible, recommend potential options for service. These outcomes will be utilized in developing the draft Public Transportation Master Plan and summarized in the What We Heard Report following the engagement period.

    Thank you for your question.

    Currently, the survey and proposed budgets only cover the City of Lloydminster. There may be other communities near the City of Lloydminster that could benefit from a scheduled service to and from Lloydminster; however, this would not be tied to our service and, as such, should be proposed through the respective County and Rural Municipality Administrations.

    This is an interesting thought; however, the service we are looking at would be strictly operated within the City of Lloydminster boundaries.  There may be other communities near the City of Lloydminster that could benefit from a scheduled service to and from Lloydminster; however, this would not be tied to our service and, as such, should be proposed through the respective County and Rural Municipality Administrations.

    As this phase of the project is targeted towards determining the services viability and acceptance in Lloydminster items such as monthly passes and fare costs will be reviewed as part of future project phases.  Once this question has been answered and if after the completion of the study Public Transportation Service is deemed feasible and accepted by the community, implementation strategies will still need to be prepared and approved.  Ensuring a safe, efficient, and effective Public Transportation System in Lloydminster will be a priority of the City of Lloydminster and we will ensure these aspects are vetted and included as needed within the final implementation plan(s).

    The public engagement phase that occurred in October/November 2022 was the first of two phases. Currently, the project team is analyzing the feedback collected and developing potential options for a public transportation system in our community. Once established, these proposed routes will be taken back to the public for feedback and consideration. All of the mass public transit systems have crime near it and the cities don't have a plan. Lethbridge has an out of control criminal undertone that the city needs to take seriously. I am not hearing how the city will GUARANTEE that public transportation system will be safe. Until the city has a safe community, perhaps the public transit system should be put on the back burner. The question is how the city will GUARANTEE a safe environment on the public transit and each stop. Will the city publicly pledge and create a law to shutdown the entire transit system for a minimum of 10 years if there is a criminal or civil disorder event at a bus stop?     The intent of the City of Lloydminster’s Public Transportation Master Plan project is to determine the feasibility of implementing a transit system as well as forecast the additional needs and requirements to do so (e.g. space for bus stops, operational and capital costs, etc.). This would entail taking into account residents’ opinions on the need for a transit system plus factors such as current traffic patterns and safety. The City will not be implementing a transit system until all these factors are taken into account.  As such, your concern will be taken to the project team to ensure that safety is indeed a factor when considering the feasibility for a transit system. The project team consists of experienced engineers with backgrounds in public transit systems through other municipalities’ projects. This team will be using industry’s best practices along with engineering judgement to deliver educated recommendations and options for the City of Lloydminster.

    Thank you for your question. The Public Transportation Master Plan project team will be analysing the results of the community engagement and specific stakeholder groups interview to determine the need for and feasibility of implementing a public transit system. The intent of the master plan is to recommend whether the City might be able to support a transit system as well as outline some potential costs and implementation considerations for Administration and City Council.     Thank you for your comment. We understand your desire for public transit in our community. Through the initial phase of public engagement, which closed on November 16, the project team will be analysing the results of the survey and engaging specific stakeholder groups to determine the need for and feasibility of implementing a public transit system. The community does currently have transportation options for special needs through Border City Connects.

    To answer your questions.

    1. The effects of CN and CP rail on the potential Public Transportation Service will be reviewed as part of future implementation plan(s) if the services is deemed feasible and accepted by the community.

    2. These types of operational challenges associated with the potential Public Transportation Service will be reviewed as part of future implementation plan(s) if the services is deemed feasible and accepted by the community.

    3 and 4. As this phase of the project is targeted towards determining the services viability and acceptance in Lloydminster items such as safety will be reviewed as part of future project phases.  Once this question has been answered and if after the completion of the study Public Transportation Service is deemed feasible and accepted by the community, implementation strategies will still need to be prepared and approved.  Ensuring a safe, efficient, and effective Public Transportation System in Lloydminster will be a priority of the City of Lloydminster and we will ensure these aspects are vetted and included as needed within the final implementation plan(s).
