What is an area structure plan (ASP)?

An ASP is a statutory document that outlines servicing infrastructure, general location of land use categories, arterial collector roads, and policies to guide development within a specific area of the city

    Why create ASPs?

Area Structure Plans (ASPs) are created to guide the long-term development of large undeveloped areas of a city—often involving multiple landowners. These areas must be redistricted and subdivided before any development can occur. An ASP provides a coordinated framework for land use, infrastructure and servicing, helping landowners and developers anticipate future zoning and investment opportunities. It also streamlines the planning process: once an ASP is in place, more detailed Neighbourhood Structure Plans (NSPs) and development permit applications that align with it are more likely to receive faster approval.

    Who creates ASPs?

ASPs can be initiated by either the City or developers. A project team is typically assembled to develop the plan, which may include:

    • Planners – to lead the project and draft planning policy

    • Engineers – to evaluate infrastructure and servicing needs, including transportation networks

    • Geologists – to assess soil and environmental conditions

    • Other specialists – as needed, depending on the area's unique characteristics

In addition, residents are engaged through various methods of public participation. City Council plays a key role by reviewing and formally adopting the ASP through a bylaw.

    What do ASPs affect me?

ASPs establish the foundation for land use planning and development within a specific area. All subsequent plans must align with the ASPs policies and land uses. Thus meaning all developments within your city are directly influenced by ASPs

Why is public participation important for ASPs?

Public participation is essential to ensure that planning reflects the values, needs and priorities of the community. By gathering a wide range of perspectives, planners can create more inclusive, community-focused plans that guide future development in a way that benefits both current and future residents. Meaningful input from the public leads to better, more responsive decision-making.

    How do ASPs help development?

ASPs help development by creating a framework for subsequent Neighbourhood Structure Plans (NSPs)ensuring efficient approval for compliant NSP applications. Development permit applications within these plans are expedited since the feasibility of planned developments has already been proven at the NSP stage, streamlining the approval process.

What is the ASP approval process?

Area Structure Plans (ASPs) are statutory documents, which means they must be formally adopted by City Council through a bylaw. This approval process includes three readings of the proposed ASP by Council and a public hearing, where members of the community can provide input before a final decision is made.
