Where is the Wigfield Area?
Located at the eastern limit of the City of Lloydminster, in Saskatchewan, adjacent to the Rural Municipality of Wilton No. 472. The ASP area consists of approximately 123 ha (305 ac) of land and is bounded by:
40 Avenue, and the Larson Grove and Colonial Park neighbourhoods, to the west;
the Canadian Pacific Railway Right-of-Way (which also forms the City Boundary) to the east;
the City Boundary to the south; and
44 Street (Highway 16) to the north.
What are the ASP amendments?
The original Wigfield Industrial ASP provided for industrial land uses, which ensured a supply of serviced and accessible industrial lots for the future growth. Following to the approval of the original ASP, the following changes have occurred that require a policy revision:
• The selection of the preferred site for the Event Facility changes the nature of development in this area. The southern portions of the site have become more appropriate for commercial and residential development with extensive open space connections to the future facility and the existing residential neighbourhoods on the west side of 40 Avenue.
• The annexation of additional lands for industrial uses removes the need to locate industrial uses in the Wigfield area.
• The current proposed revisions to accommodate additional industrial lands within the Northeast Area Structure Plan further reduces the need for industrial uses in this area.
Next Steps
The City of Lloydminster encouraged public feedback via a virtual open house in April 2022 and a digital survey which closed July 2022. Following the What We Heard Report, the ASP amendments will be reviewed with consideration to the public consultation results, and will be presented to City Council for final decision.
